Minor fixes in Trigger DB lookups

• Add missing TRIGGERDBART to dblookup (lost from when added in r21)
• Remove "TRIGGERDBR3","TRIGGERDBR2" from TrigConfigSvcCfg.py (both wrong format, and Run2 doesn't use the DB flag to lookup)
