Adding radiation damage fluence map for RUN3 (ATLASSIM-5471)
Add the fluence map for radiation damage digitizer with IOV=330000. (RUN3 2022 conditions)
In addition, very minor cleanup/bug-fix.
- ComTime Tool is removed
- Fix job option in the IBL noise shape
