Update L1Calo online monitoring for Run 3
I have updated the online monitoring configuration for L1Calo to take into account the many changes in the config flags that have been introduced during the shutdown and to include the parts of the legacy system code that have been migrated to the Run 3 DQ framework.
I've also updated the (temporary) trigger database path in AutoConfigOnlineRecoFlags.py (FYI @mark and @lshi). This will be updated again once we switch to the final Run 3 trigger DB.
These changes have been discussed in ATR-22872, ATR-24153, ATLASDQ-853, and ATLASDQ-888 and tested at P1 (https://atlasop.cern.ch/elisa/display/436051).
