Another try to make the Navigator default to Conditions data. This time protect the ISF side

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:ISF_Navigator into master

For reconstruction kind of jobs we want the NAviagator to use the Geometry from the Conditions. After discussion with @jchapman make so as the ISF navigator will be using by default the Svc.

This is still the old config and one single place (the navigator) for starters
