TrkExEngine and TrkExTools: use AthCheckedComponent mixin
See !47562 (merged) for details, but we recently decided that some AlgTools etc are too complicated not to be explicitly configured. Here I have added the mixin to the ExtrapolationEngine and Extrapolator.
Adding full-unit-tests to make check as extensive as possible.
