ConfigFlags are read-only. Move the BTagging PhysVal settings for DPDs into the central OldFlags2NewFlags (ATLASRECTS-6636). This change was discussed in Friday's "newConfig" meeting.

We can now lock the ConfigFlags also for DPD making.

Fixes ATLASSIM-5475, ATLASRECTS-6659.
