minor code optimization of DataPreparator in MuonRecoSequences

MuFastDataPreparator of muFast is created in muFast config files, and set up in MuonRecoSequences.py of muon menu. As pointed out in ATR-24221, the property setting is far away from the config files. This MR moves the property setting in the config files. tagging @amoreira , @sshaw , @nakahama and @cdiez
