Initial integration of SuperCellnoBCID and SuperCell config

These changes configured the Algorithms required to create the CaloCellContainer#SCell object and write it to the RDO file produced by standard Run3 pile-up digitization jobs.

As agreed in the discussion at the Simulation Group meeting (9th Nov 2021), in the case of presampled RDO production (for the MC Overlay workflow) only the intermediate LArDigitContainer#*LArDigitSCL2 object will be created and written out to the RDO file so that this can be used as the input to a (to be written) LAr Super Cell overlay algorithm.

To be merged after !47639 (merged) and !47816 (merged).
