CombinedMuons: More new configuration fixes for Combined Muon

Following on from !47792 (merged) I have more fixes for missing configuration (and a bit of a cleanup)

I also removed another wrapping anti-pattern.

Tested locally with MuonCombinedConfig unit tests.

Please merge !47955 (merged) before this, since this now contains that MR (hopefully I won't have a conflict after, but we'll see, since I was rebasing to clean up the history)
