Remove eFEX tau central tower Et threshold

Remove the requirement that an eFEX tau candidate have a central tower Et > 1 GeV. This check is not currently present in firmware and would produce additional complexity to implement. Furthermore, the removal of the check has a negligible effect on rates (<0.4% increase in TOBs created when looking at JZ0W events).

Note: This will affect the number of TOBs output. Please advise on how to modify any tests this fails because of that.
