PixelMonitoring: fix reading of IBL3D errors

Iskander Ibragimov requested to merge ibragimo/athena:fix-error-histos-IBL3D into master
  • for half of the IBL 3D modules the error information is missing in the corresponding plots, visible as a "stripes" pattern
  • apparently pixel RodDecoder (BS converter) stores information in a different field for those, which now has been fixed on the reader side
  • the reading of service records for IBL3D modules has been fixed as well.
