ATR-24307: Add track selection and sort orders for beamspot-based b-tagging

As part of ATR-24307 we need some additional ways to sort and select tracks in DIPS. This adds a few more variable functions to retrieve variables from the EDM and to sort tracks based on their relation with the beamspot.

This also fixes a bug in which the jet accessors would attempt to follow the jetLink even when the tagger was run on a jet.
