Updates to muon trigger new JO configuration

Adding a view data verifier for the inside-out muon reconstruction to avoid algorithm stalls from missing data, and applying a few minor updates suggested in ATR-24228 (rename finctions that end in Cfg but don't return a component accumulator, remove some unnecessary definitions of the chain steps, remove an unneededempty step).
