Online muon monitoring with monGroups

This MR implements monGroups for the online muon monitoring following the ATR-20309 JIRA ticket. The goal is to reduce the number of monitoring histograms by monitoring only a subset of HLT chains where the monitoring is switched on/off using a new chain property monGroups and the muonMon:online identifier.
