MdtRdoToDigit - Reconcile the CPU usage

Hi,

in !47907 (merged)/!47863 (merged), I introduced a common method to cache the cabling. The conversion cabling -> Identifier includes by default a check on the identifier validity. However, the CPU then spends 87% of the time in this method leading to the dramatic increase in the footprint as reported in ATLASRECTS-6672. This one should be largely fixed in this MR
