TrkConfig: add AccumulatorCache decorator

Add AccumulatorCache decorator to TrackingGeometryCondAlgCfg and AtlasTrackSummaryToolCfg. This saves 4 minutes(!) in the configuration of the HLT new joboptions test because these functions are called many times for a non-trivial trigger menu.
