Remove obsolete G4AtlasControl package

Benjamin Morgan requested to merge bmorgan/athena:retire-g4atlascontroldict into master

The functionality in this package is no longer required due to the changes and migration made in ATLASSIM-2256 (to be confirmed by @jchapman).

Remove package itself and use in G4AtlasApps, where its dictionary was loaded but never used apart from object creation.
