Switched to the new version of GeoModel

The new version of GeoModel contains fixes to cppcheck warnings originally implemented by Scott in !47594 (merged).

Athena clients have been adapted to these changes.

Several build_externals.sh scripts updated with the new version of GeoModel master.

FYI @nstyles , I've tested my changes by using Run 4 simulation ART tests
