Various improvements to get egamma running in MC for Run 4

Various improvements to get egamma running in MC for Run 4, namely:

  • disable LArFebErrorSummaryMakerCfg for MC
  • make TrackParticleCreatorTool autodetect if it has tools/services (also decided to touch muons a bit)
  • do not try to read LAr bad FEBs for Run 4
  • make sure LArHVCondAlg is also configured for MC
  • delete unused and incorrect LArHVDBConfig
