Updating map file for electron DNN identification

Philip Sommer requested to merge ATLAS-EGamma/athena:philip_updateEleEffMap into 21.2

This MR adds the files discussed in ATLINFR-4337 to ElectronEfficiencyCorrection. It implements the recommendations for the DNN electron ID to be released by e/y in the coming days.

Ah, and then there's the annoying issue with the TStore. When it's static our test script doesn't exit, so I'm fixing this along the way.
