Add experimental option to include segment-tagged muons in Low-pT working point
There is ongoing work on the possibility to increase the efficiency of the Low-pT working point at very low pT by including a selection of segment-tagged muons reconstructed by the MuTagIMO author. Although this is not at a stage where it will imminently go into standard recommendations, we find that it would be useful at this point to have a centralized implementation of the working point in MuonSelectorTools. This can be used to ensure a consistent definition between different codes used for the evaluation of performance and modeling, derivation of scale factors, etc. Of course it will also then make it trivial to include this in standard recommendations if this is found viable after some remaining checks and studies have been performed.
The inclusion of the additional muons is controlled by the switch UseSegmentTaggedLowPt. The default value is false, leading to no change wrt. to the current version of MuonSelectorTools.
I did not set "also targeting 21.2", as I made a separate MR there: !48370 (merged)
