added express stream to egamma, muon, and tau chains for the express stream (from the draft list). ATR-24283 , ATR-24367

I used the list of chains in the google-spreadsheet linked in ATR-24367 for adding the express stream to the chains specified for the following signatures:

• egamma
• muon
• Tau

I have a few questions:

1. for those chains that have NO monGroups specified yet, which monGroup should I specify @shanisch ? If I had to modify a chain listed also in ATR-242283, I added all the monGroups I had to, but in case no monGroup was specified, I added the "t0" one. Is that enough/correct?
2. for the Tau case, a this link it's unclear which chains I should use. @ademaria can you please clarify?
3. for the Muon signature, one of the chains listed for the express stream "HLT_mu13_mu13_idperf_zmumu" is missing from the current Menu files. Which one should I use @nakahama @cdiez ?

@shanisch with your answer to question (1), I can move forward and add the express stream (+ the monGroup) to the other chains I collected from the other signatures responsible.
