Update Run3 Simulation ART tests to match initial production configuration
Switch off Frozen Showers for MC21 Simulation by default until a tune compatible with G4 10.6 is available.
Update conditions tag.
Enable G4GammaGeneralProcess in CA-based configuration. Should fix ATLASSIM-5511
