Add initial CA-based configuration for VerboseSelector UserAction

Add initial CA-based configuration for VerboseSelector UserAction using the Sim.OptionalUserActionList flag added in !48452 (merged).

Currently the UserActionConfig dictionary SimFlag has not been migrated. This should be carefully considered as the same functionality could be achieved with a postExec.
