Fix systematics in BTaggingInformationDecoratorAlg configuration.

Note that the selection tool does not have its own systematics but I find it nice to be able to use SysWriteDecorHandle to be general. @krumnack if you want I can also use plain decorator to avoid the NOSYS suffix.
