new L1Topo chains and other L1 fixes

• ATR-21637: addition of two algorithms for the low-mass diphoton analysis, with and without loose shower shape cuts
• removal of the eFEX isolation for taus in the topological algorithms (baseline) and addition of similar algos but with eFEX isolation (backup)
• some fixes in topo algo configurations (ATR-24621)
