correction of FE-ID foe IBL 3D sensor for monitoring (ATLASRECTS-6681).

This is revised version from the previous MR (ATLASRECTS-6681). In the previous MR, the modification of the FE-ID for 3D sensor was not sufficient.

This MR corrects both PixelRodDecorder and PixelConditionsSummaryTool to synchronize the mapping.

This shouldn't affect CI test.
