Synchronise old and newJO InDet flags

  • move auto configuration newJO flag (doTIDE_Ambi) from RecExCommon to the lambda of the corresponding flag
  • synchronise newJO flags with old flags in OldFlags2NewFlags

This addresses ATLASRECTS-6664
