Update EMBremCollectionBuilderConfig for ITk
Now that the ITk configuration for primary vertexing is coming together, the proper configuration of the EMBremCollectionBuilderConfig can be updated to pick the appropriate TrackSummaryHelperTool. Detector flags are also updated when relevant. This was checked to run fine on the sample of 300 single muon events, which was subject to crash when the vertexing was not run.
