configure AtlasTrackSummary[Helper]Tool with PixelLayer,TestBLayerTool

follow up of !48745 (merged). Fixes remaining failures in trigger tests (Muon/Bphys) reported in ATR-24673. Unconfigured instances of PixelLayerTool,TestBLayerTool cause a retrieval of an unconfigured Extrapolator which is a runtime ERROR
