Add gFex and jFex small- and large-R jets to HLTSeeding

Integrate 4 additional threshold types and L1 EDM classes into HLTSeeding:

  • jFex small-R jets
  • jFex large-R jets
  • gFex small-R jets
  • gFex large-R jets

One extra change needed in the template class for RoIs unpacking tool:

  • allow the tool to skip the "probe" decisions creation (if key not set in python)

Note that only dummy implementations for the threshold pattern tools are provided. The logic will need to be implemented by L1Calo experts.
