CaloExtensionBuilderAlg be exact on TRT alone, use pattern info than number of hits

This is not causing real issues like thinning but lets be consistent in the future.

The main users/possible users of the common cache are/could be PFO,Tau (current),Muon (possible) so let me ping @mhodgkin , @martindl , @jojungge
