Very minor bug fix (ATLASRECTS-6681)

We found very small bug for the pixel error monitoring.

This bug fix will modify the container PixelByteStreamErr, but this is only used in the monitoring.

Thus, the ci-test should pass. Meanwhile, since this modify the container, dataoverlay-d1570 will be affected because this strictly check the contents.

So, the new reference file is placed in

/afs/cern.ch/work/s/stsuno/public/ATLASRECTS-6681/run_dataoverlay-d1590/

and reference version is updated to v18.
