Add AthCheckedComponent to GlobalChi2Fitter

Make it impossible to run an unconfigured GlobalChi2Fitter (since this is a complex tool, that has conditions-requiring sub-tools).

Running RunTier0Tests locally I see some differences with HLT but this shouldn't be possible so I want to cross check here.

Adding full-unit-tests to get the maximum coverage
