CITest: add package for CI test definition

Add new package with CI test definitions as discussed in ATLINFR-4360. This first version only has a minimal set of tests defined:

  • DuplicateClass for all relevant projects
  • EMPFlowData and EMPFlowMC for AnalysisBase

Once this MR is merged the corresponding old-style tests will be disabled and deleted from TestConfig after a few days.
