Emerging jets chain modifications
Optimizes emerging jets algorithm to reduce cost of algorithm. Modified trackless chain cuts to be more rate stabilized across mu. Changed emerging and trackless chain names to follow Run 3 trigger name rules. Removed obsolete chains and indicated new Primary and backup Primary chains in LS2_v1 menu.
Clone of !48690 (closed) as trigger reference files would not patch.
