MuonRecExample: Fix TGC configuration - use useTGCPriorNextBC and set to False by default.

Since about 2008 or so, we have moved (in offline at least) from having three TGC containers to one (TGC_MeasurementsAllBCs). This MR just sets the relevant flag properly and fixes some related configuration.

Since this might affect the trigger, I'm going to use full-unit-tests
