ATLASRECTS-5012: ICaloSurfaceBuilder always pass the CaloDetDescrManager

  • ICaloSurfaceBuilder always pass the CaloDetDescrManager

  • For CaloExtensionTool,EMExtrapolation interfaces use also reference to CaloDetDescrManager rather than ptr

In principle this should leave LArVolumeBuilder and TileVolumeBuilder using the old style / not using conditions data. This is on purpose in this MR. We will need to tackle these separately.
