Implementation of tag and probe method in tier-0

Harry Simpson requested to merge hsimpson/athena:TagNProbe_Tier0_migration_1012 into master

Migration of the tag and probe code to the tier-0 MT.

Includes:

  • new methods in the TagNProbe.cxx class
  • extra Double-object chains in TrigIDtrkMonitoringConfig.py for tag and probe analysis
  • making Analysis_Tier0.h 'addHistogram' method public for additional tag and probe plots
  • slight restructuring and additional chain loop in T_AnalysisConfigMT_Tier0.h plus added tag and probe code
  • added tag and probe code in TestTrigBase.cxx
