Adding new AFP track reconstruction tool

Adding new AFP track reconstruction tool that uses linear regression. This version follows the one from AFPAnalysisTool; all the options have been kept as well.

AFPSiDBasicKalmanTool is still used by default though, only added a few (commented out) lines for easy setup of AFPSiDLinRegTool.
