Another round of tracking config improvements
Another round of tracking config improvements. This makes SiSPSeededTracks almost fully match and also resolved tracks only get a few precision differences which will be harder to find.
While next step could be TRT, I think it's time to start working on the cleanup of the config first (and maybe some mistakes will be found in the process).
