Update default data conditions tag for the HLT

Updating the default data conditions tag for the HLT to CONDBR2-HLTP-2018-03. This contains more recent MDT conditions taking into account the BMG chambers which fixes ATR-23548, as well as updates for AFP conditions (details in ATLGBLCONDTAGS-137).
