MakeLArCellFromRaw: Migration to CaloDetDescrManager from CondStore

Walter Lampl requested to merge wlampl/athena:MakeLArCellFromRaw_DetDescMgr into master

Pass the CaloDetDescrManger conditons object down the call-chain from TrigCaloDataAccessSvc to MakeLArCellFromRaw. Do not retrieve a static instance from the DetectorStore.
