CA wrapping: handle lists of semantics helpers
I'm not sure how we never stumbled upon this, but when wrapping and deduplicating CondInputLoader it seems the Load property is a semantics list helper containing semantics list helpers. To compare with legacy config this needs to be "cleaned".
Let me know if a different approach is preferred.
