Closes ATR-24696 Unfortunately it is untested because local test indicate a follwoing issue:

 ToolSvc.TrackParticleCreatorTo...AtlasExtrapolator           0   ERROR No job properties found. This is not allowed for an AthCheckedComponent.

Will test and un-draft once fixed.
