L1Topo Simulation update

This MR includes several updates to the L1Topo Simulation:

  • Add muon flags to MuonSort algorithm
  • Update eTau isolation parameters
  • Enable new NoSort L1Topo algorithms for Run 3 in the menu
  • Implement missing algorithms for jEm and gJet TOBs
  • Code cleanup
