fix number of inputs in CTPIN for HI menu

Merged Daniele Zanzi requested to merge dzanzi/athena:ATR-fixHImenu_dzanzi into master

Fix in L1 HI menu:

  • there were too many inputs in EN1, so I removed the XS thresholds
  • added a check to make sure there are a max of 31 inputs in the CTPIN cables
