new L1 json for electrical connectors (ATR-24799)

Implement flat bit index for the electrical cables to CTP, as requested by L1CT. More information given in ATR-24799. This affects the configuration of L1Topo and CTP FW and simulation.

In addition to this change there are few more fixes in the L1 menu configuration, including:

  • some udpates in Trigger/TrigConfiguration/TrigConfIO/utils/TestTriggerMenuAccess.cxx
  • fix a check for the L1Menu consistency
  • removal of the CTP monitoring items as these will be added later based on the available CTP resources
  • add prefix in the trigger lines of the merger
