Draft: EventInfoMgr: Update AMITag in TagInfoMgr CA configuration

This commit proposes adding a field called "Meta" to the ConfigFlags. This is probably silly, at the very least it should be "MetaData" for consistency. Probably it should be something else, as the AMITag is usually delivered by the production system using a command line argument to the transform ... but where to find those?
