CaloTTMgrDetDescrCnv migrated to retrieving CaloDetDescrManager from the Condition Store

This MR is a part of the ongoing migration of all clients of the CaloDetDescrManager. In addition to the Calo TT manager converter, two clients have also been fixed:

  1. RegSelCondAlg_LAr
  2. TestLArTT
